Dunford Discusses Middle East Challenges With Israeli Leaders

JERUSALEM, October 18, 2015 — The chairman of the Joint Chiefs of Staff discussed a full range of threats in the Middle East with Israeli Prime Minister Benjamin Netanyahu and other Israeli officials today.

The fact that Israel is the site of Marine Gen. Joseph F. Dunford’s first foreign visit “is emblematic of our partnership,” the chairman said.

Dunford also met with Israeli Lt. Gen. Gadi Eisenkot, the commander-in-chief of the Israeli Defense Forces, and Defense Minister Boogie Ya’alon. “They had good exchanges and pledged to continue the close partnership,” said Navy Capt. Greg Hicks, the chairman’s special assistant for public affairs, adding that the discussion covered all the challenges manifesting in the Middle East.

“I’ve been in my job for two weeks, this is the first country I’m visiting on my first trip,” Dunford said at the beginning of his meeting with the prime minister. “It reflects the important relationship the United States has with Israel. Quite frankly one of the foundational elements of that relationship is our military-to-military relationship.”

Dunford met with Netanyahu at the prime minister’s Jerusalem office. He met with the Israeli defense leaders at the Kiriya — Israel’s defense headquarters in Tel Aviv. Eisenkot took Dunford to the Golan Heights border region to discuss the situation in Syria. Israeli officials communicated concern about the spillover of the Syrian civil war and about Russian and Iranian efforts there.

‘A Lot to Talk About’

Dunford said it was very important to meet with the Israeli defense leaders to discuss the challenges in the region, “because I’m confident that the solution to those challenges is our cooperation. And that’s what I’m committed to, and that’s why I’m here today.”

Netanyahu addressed those challenges in his remarks. He spoke of the march of “militant Islam.” He specifically mentioned threat that extremist Sunnis pose as members of the Islamic State of Iraq and the Levant, and the threat that Iran-allied militant Shiites pose to Israel. The prime minister mentioned Iran funding proxies in Syria and Lebanon and the countries other destabilizing efforts. “Iran has just placed thousands of soldiers not far from our border,” Netanyahu said.

He is also worried that Iran is trying to “subvert” Jordan and is trying to arm Hamas and Islamic Jihad in Gaza with attack drones.

“There is no shortage of challenges and I think there is common agreement that we have to stop this aggression in the region and specifically this aggression that is aimed at Israel,” the prime minister said. “There’s a lot to talk about – how to bolster our common security and Israel’s ability to defend itself against these and other threats in the spirit of friendship and partnership.”

Hicks said the agreement with Iran aimed at curtailing that country’s nuclear effort did come up in the discussions. Dunford and Netanyahu acknowledged there was a difference of opinion on it politically, but that both countries still had to work together to deal with malign Iranian activities.

La eveniment vor fi prezenţi militari ai grupului “Invictus România” care vor participa la Jocurile Paralimpice “Invictus Games” din 2016, organizate în Orlando, Florida (SUA), precum şi sportivi ai Clubului Sportiv al Armatei “Steaua” Bucureşti.

The NATO-Industry Forum addresses a recognised need for an elevated strategic dialogue between NATO and industry to ensure that the Alliance benefits from the best solutions to military requirements, within expected budget and time constraints, now and in the foreseeable future.

Sponsored by NATO Secretary General, the Forum is co-organised by Supreme Allied Commander Transformation General Denis Mercier and Assistant Secretary General for Defence Investment Mr. Patrick Auroy.

The Forum is an excellent venue to share the updated perspective and priorities given to the Alliance by Heads of States and Governments. NATO is also looking forward to receiving industry perspectives and experience in the current constrained and challenging defence environment characterized by the end of ISAF and the situation in Ukraine. In all strands of capability development, innovation should be welcomed and encouraged, creating new opportunities for industry. For the long-term, NATO has to plan a renewed set of capabilities in order to adjust to new challenges and to best leverage new technologies. In this context, strengthening the transatlantic bond through industrial cooperation will also be discussed.

Reinforced by the Framework for NATO Industry Engagement, NATO is engaged in a smart and open dialogue with Industry. The NATO-Industry Forum is a milestone where the relationship between NATO and Industry will be discussed, challenged and fed with insights and ideas.

The 2015 NATO-Industry Forum is ideally placed on the road to the Warsaw Summit that will be held on 8-9 July 2016 where industry and innovation should be high on the agenda. Also, the event is held along the high-visibility exercise Trident Juncture, gathering 38000 men in Portugal, Spain and Italy, and where for the first time 50 companies have been invited as observers to stimulate a new form of dialogue.

A significant political step in Wales was the defence invest¬ment pledge, to stop the decline of defence budgets, and to increase the defence budgets to 2% of GDP while dedicating 20% to R&D or to the acquisition of major defence equipment, within a decade.

This year’s main overarching topic is Industry in support of the Alliance ambitions. Senior leaders from NATO, industry, nations, government and international organisations will debate around three main panels that build on the 2014 NATO-Industry forum and also the recent 2015 NATO Transformation Seminar, leaving the opportunity for the audience to engage and to be engaged at any moment.

NATO Deputy Secretary General to visit Portugal

On Tuesday 20 October 2015, the NATO Deputy Secretary General, Ambassador Alexander Vershbow will host the NATO-Industry Forum in Lisbon.

This forum is co-organised by Supreme Allied Commander Transformation (SACT), General Denis Mercier and NATO Assistant Secretary General for Defence Investment, Mr. Patrick Auroy, and is aimed at improving NATO dialogue with the defence and security industry on capability planning, development and delivery.

Ambassador Vershbow will give a keynote speech on that occasion, and participate in the first panel.

Comunicat de presă referitor la evenimente organizate de Ziua Europeană a Justiţiei

Cu ocazia Zilei Europene a Justiţiei, celebrată în întreaga Europă în data de 25 octombrie a fiecărui an, Consiliul Superior al Magistraturii şi instanţele de judecată organizează mai multe activităţi destinate a apropia justiţia de cetăţeni, pentru a-i ajuta să fie mai bine informaţi despre drepturile lor şi modalitatea de funcţionare a justiţiei de zi cu zi.

 

         În cadrul acestor evenimente, Consiliul Superior al Magistraturii lansează, în premieră, un concurs de eseuri cu tema „Justiţia prin ochii tinerilor”, destinat elevilor de liceu din Bucureşti.

         Scopul concursului este de a identifica perspectiva tinerilor de liceu asupra justiţiei în vederea dezvoltării unor programe de educaţie juridică în şcoli, adecvate pentru acest nivel de învăţământ.

Sunt invitaţi să participe elevii liceelor din Bucureşti. Eseul va avea cel mult trei pagini scrise cu font Times New Roman de 12, la rând de 1.5, fără adaos de spaţiu după paragraf. De asemenea, va conţine o pagină de copertă care să indice: titlul eseului, numele şi prenumele autorului, adresa de e-mail, numărul de telefon, numele liceului, precum şi acordul de publicare a materialului pe pagina web a Consiliului Superior al Magistraturii www.csm1909.ro . Eseurile trebuie să fie originale, scrise de o singură persoană si să nu fi fost publicate.

Premiul concursului constă într-o sesiune de educaţie juridică susţinută de reprezentanţi ai Consiliului Superior al Magistraturii în liceul la care învaţă elevul câştigător.

Câştigătorul va fi ales de către un juriu format din reprezentanţi ai Consiliului, în conformitate cu respectarea temei şi originalitatea materialului.

Elevii care doresc să participe la concurs vor transmite eseurile în formatul menţionat pe adresa de e-mail: csm-presa@csm1909.ro până la data de 2 noiembrie 2015, inclusiv.

Castigatorii vor fi anunţaţi la finalul lunii noiembrie 2015 pe site-ul www.csm1909.ro.

          De asemenea, în data de 23 octombrie 2015, la sediul Consiliului Superior al Magistraturii din Bucureşti, Calea Plevnei nr. 141B, sector 6, vor fi primite grupuri de studenţi din cadrul Facultăţilor de Drept ale universităţilor acreditate, interesaţi de activitatea justiţiei şi a Consiliului.

          Facultăţile de Drept interesate de acest program pot transmite lista participanţilor (maximum 15 studenţi pentru fiecare facultate) la adresa de e-mail csm-presa@csm1909.ro până la data de 21 octombrie 2015. Aceste manifestări sunt deschise şi pentru reprezentanţii mass media, care vor confirma participarea în aceleaşi condiţii.

         La aceeaşi dată, cetăţenii interesaţi sunt aşteptaţi să participe la evenimentele organizate de instanţele judecătoreşti din întreaga ţară cu ocazia Zilei Europene a Justiţiei, care vor fi anunţate pe paginile web ale fiecărei instanţe.         

Ziua Europeană a Justiţiei este sărbătorită începând cu anul 2003 la iniţiativa comună a Consiliului Europei şi a Comisiei Europene şi este destinată cetăţenilor, studenţilor şi persoanelor care îşi desfăşoară activitatea în domeniul justiţiei, scopul activităţilor desfăşurate fiind de a aduce justiţia în atenţia acestora  şi de a reaminti că aceasta este un serviciu pentru cetăţeni.

Comunicat de presă privind încuviinţarea arestării preventive a domnului Maldea Nicuşor, judecător în cadrul Tribunalului Caraş Severin

În şedinţa din data de 15 octombrie 2015, Secţia pentru judecători a Consiliului Superior al Magistraturii a încuviinţat arestarea preventivă a domnului Maldea Nicuşor, judecător în cadrulTribunalului Caraş Severin.

Hotărârea a fost luată în baza art. 42 alin (1) din Legea nr. 317/2004 privind Consiliul Superior al Magistraturii, conform căruia „Secţia pentru judecători a Consiliului Superior al Magistraturii încuviinţează percheziţia, reţinerea, arestarea preventivă sau arestul la domiciliu cu privire la judecători…” şi art. 95 alin. (1) din Legea nr. 303/2004 privind statutul judecătorilor şi procurorilor, potrivit căruia „Judecătorii, procurorii şi magistraţii – asistenţi pot fi percheziţionaţi, reţinuţi, arestaţi la domiciliu sau arestaţi preventiv numai cu încuviinţarea secţiilor Consiliului Superior al Magistraturii”.

Solicitarea de încuviinţare a arestării preventive a fost prezentată Secţiei pentru judecători a Consiliului de către Parchetul de pe lângă Înalta Curte de Casaţie şi Justiţie – Direcţia de Investigare a Infracţiunilor de Criminalitate Organizată şi Terorism – Structura Centrală, care efectuează cercetări faţă de un grup infracţional organizat specializat în săvârşirea infracţiunilor de evaziune fiscală, spălare de bani, bancrută frauduloasă, luare de mită, abuz în serviciu şi fals intelectual.

Assistant Secretary Nuland Travels to Madrid, Ankara, and Athens

Assistant Secretary for European and Eurasian Affairs Victoria Nuland will join Secretary Kerry October 18-19 in Madrid, Spain, where he will meet with King Felipe VI, President Rajoy, and Foreign Minister Garcia-Margallo to discuss a range of bilateral and global issues.

She will then travel on October 19 to Ankara, Turkey to meet with senior Turkish government officials to discuss counter-ISIL coalition efforts, the refugee crisis and other regional and bilateral issues. In the wake of the recent terrorist attack in Ankara, she will also underscore our solidarity in the face of the security threats Turkey faces.

The following day the Assistant Secretary will travel to Athens, Greece, where she will meet with senior Greek government officials to discuss a range of bilateral and regional issues, including economic reforms, the refugee crisis, and energy diversification.

Ambassador Tom Shannon will travel on October 18 to Vienna, Austria to lead the U.S. delegation to the first Joint Commission meeting under the Joint Comprehensive Plan of Action (JCPOA). Ambassador Shannon will be accompanied by Lead Coordinator for Iran Nuclear Implementation Ambassador Steve Mull and nuclear and sanctions experts from relevant U.S. government agencies.

Attending the October 19 meeting will be the participants to the JCPOA, to include all the members of the P5+1 (China, France, Germany, the Russian Federation, the United Kingdom, and the United States), the European Union, and Iran.

Adoption of the Joint Comprehensive Plan of Action: John Kerry Secretary of State Washington, DC

I welcome the announcement today by the EU, the P5+1, and Iran that we have now reached Adoption Day of the Joint Comprehensive Plan of Action (JCPOA). This is an important day for all of us and a critical first step in the process of ensuring that Iran’s nuclear program will be exclusively for peaceful purposes.

The IAEA has confirmed that on October 15 Iran completed its required Roadmap steps to address issues of past concern, and Iran has notified the IAEA of its intent to provisionally apply the Additional Protocol. As well, Iran will now begin taking all of the necessary steps outlined in the JCPOA to restrain its nuclear program and ensure that it is exclusively peaceful going forward. This will include significant changes to its Arak reactor, substantial reductions to its uranium enrichment capacity as well as its enriched uranium stockpiles, and increased access to and continuous monitoring of Iran’s declared nuclear facilities by the IAEA.

At the direction of the President, the Department of State and our colleagues throughout the U.S. government will continue taking steps to ensure we are prepared to meet our JCPOA commitments. In order to prepare to implement our sanctions-related commitments, we are today taking contingent action with respect to the waivers of certain statutory nuclear-related sanctions. These waivers will not take effect until Implementation Day, after Iran has completed all necessary nuclear steps, as verified by the IAEA.

Ambassador Tom Shannon and Ambassador Steve Mull will represent the U.S. at the first meetings of the Joint Commission created by the JCPOA this week, which will focus on ensuring that all participants remain on track for Implementation Day. Ambassador Mull and the entire U.S. Government team will continue to coordinate the implementation of the JCPOA, and we will continue to stay in close touch with Congress going forward.

I want to express appreciation for the dedicated, professional work of the IAEA in verifying Iran’s commitments under the interim Joint Plan of Action. The United States commits once again to working with all of our international partners to ensure that the IAEA has the resources it needs to verify all of Iran’s JCPOA commitments going forward. The United States will continue to work with all of the members of the P5+1 and with the EU, including to maintain our shared commitment to keep the existing sanctions regime intact until Implementation Day, and then to take the appropriate steps to immediately lift the relevant nuclear-related sanctions when that day is reached.

As I said on July 14th, the JCPOA is a measurable step away from the prospect of nuclear proliferation and towards transparency. If fully implemented, it will bring unprecedented insight and accountability to Iran’s nuclear program forever. As we move from Adoption Day now towards Implementation Day, I and my entire team will remain vigilant and mindful of not just how far we have come, but how much further we have to go in seeing that this deal is fully implemented.
