Q: What are the changes in CMC’s organizational structure after the organ adjustment?
A: After the adjustment, the former four headquarters/departments of the CMC, namely the General Staff Headquarters (GSH), General Political Department (GPD), General Logistics Department (GLD) and General Armaments Department (GAD), will be replaced by 15 functional sections including seven departments (offices), three commissions and five directly affiliated bodies.

Q: What are the considerations for replacing the general headquarters system with multiple-department system?
A: The general headquarters system was formed for historical reasons and played an important role in pushing China’s military development and ensuring the fulfillment of various major tasks. However, with the change of the situation and tasks, the defects of this system have become increasingly prominent.
In accordance with the general principle of the military reform – the CMC takes charge of the overall administration of China’s armed forces, battle zones focus on combats, and different military services pursue their own construction, we have replaced the general headquarters system with multiple-department system to optimize the functional and organizational setup of CMC organ, and make the organ the CMC’s organ of advising, implementation and service.
This adjustment can guarantee the Party’s absolute leadership of the military and the CMC’s centralized leadership, enable CMC organ to perform their duties of strategic planning and macro-management, and enhance the checks and supervision of the exercise of power.
Q: What are the main duties of the CMC Joint Staff Department?
A: Main duties of the CMC Joint Staff Department include carrying out combat planning, command control and combat command support, studying and formulating military strategy and requirements, organizing combat capability assessment, organizing and instructing joint training, construction of combat readiness and routine war preparedness work.
Q: What are the main duties of the CMC Political Work Department?
A: The CMC Political Work Department is mainly responsible for the Chinese military’s Party construction, organization, political education and human resources management.
It must be stressed that the Party construction is the foundation and cornerstone of all Chinse military work, and the political work is the lifeline of our military. This round of military reform will steadfastly adhere to the fundamental principle of the Party’s absolute leadership of the military.
Q: How is the logistic support system adjusted and reformed?
A: The CMC Logistic Support Department is mainly responsible for planning the logistic support for the whole military, policy study, standards setting, inspection and supervision. We have adjusted and optimized the allocation of logistic support forces and the relations between leadership and command, and established a logistic support system consistent with the joint operational commanding system and featuring the combination of centralization and decentralization and of general and specific management.
Q: How is the Equipment Development Department adjusted and reformed?
A: The CMC Equipment Development Department is mainly responsible for development and planning, R&D, testing and authentication, procurement management and information system construction for the whole military’s equipment. We aim to establish a structure in which the CMC Equipment Development Department takes overall charge, different military services focus on specific construction and management, and battle zones use the equipment in a coordinated way.

A: Military training and troop management is the regular and basic work in the military. Forming the CMC Training and Administration Department is conducive to strengthening the centralized planning, organization and leadership of the training across the military and enhancing the management of troops and military academies, so that military training and troop management can be closely combined, and we can better push for realistic training and rigorous military governance in accordance with the law.

A: While downsizing the standing army, strengthening national defense mobilization is an important measure for enhancing the national defense strength and safeguarding national security. Forming the CMC National Defense Mobilization Department, which is responsible for organizing and instructing the national defense mobilization and the construction of reserve forces, and leading and managing the provincial military commands, is conducive to intensifying the strategic organization and leadership in those aspects and is a significant step for building the national defense mobilization system with Chinese characteristics.

A: The new CMC Discipline Inspection Commission, formed during this round of reform, will send teams to CMC departments and battle zone commands for discipline inspection and supervision, so as to implement the commission’s dual leadership system and enhance the independence and authority of discipline inspection and supervision.

A: In this round of reform, the CMC Office for International Military Cooperation is formed on the basis of the former MND Foreign Affairs Office.
