This study papers is a review about the Libyan  reality on both military and political levels  throughout its previous stages, since the outbreak  of the Libyan revolution 1969 until 2020.

1. Introduction
Libya is a unique model for the states in the modern era, where for decades a country withouta constitution or a structured ruling institution and without understandable authority, inaddition to the complete absence of political life in it.

There has been no election of any kind in nearly half a century. Political parties was banned.
Not even political parties in favor of the ruling regime were established. According to
Muammar Gaddafi’s philosophy, partisanship is treachery , the political culture in society
became so poor, and creates a country that lacks the slightest elements of legitimacy, and creates a political climate whose most prominent characteristic is chaos, which continued throughout the era of Muammar Gaddafi’s rule.

And with the outbreak of the Arab Spring revolutions, Libya emerged as a unique model, once again, for the specificity of the state. Where the people inherited the chaos that plagued the state’s institutions , its administrative and political system,  the need for administrative and political experiences, a fertile environment for political and a popular culture that promoted the values of unity and collective action emerged.

The country’s historical division between East and West was an important factor in shapingthe features of the political scene after the fall of Muammar Gaddafi’s regime in addition to thefactor of arms proliferation, external interventions, the predominance of tribal , regional logic,and the individual interest in political action as a result of the division that the regime reinforced between social components throughout its 42-year rule.

All of these factors were the reason for the country’s division over itself and the exacerbation of a state of social and political fragmentation, so the Libyan scene became difficult to read &understand from the follower from outside or even who lived for a short time in Libya due to the large number of actors in it and its lack of a clear political approach, which prompted it to change its loyalties and reposition in different alliances with the beginning of each new stage.
